A review of the MOIRA2 model concluded that the existing model wasn’t able to be used for undertaking economic appraisal of schemes. Additionally issues were identified with the approach being taken to modelling changes in the rail market.

Bellvedi worked closely with the UK Passenger Demand Forecasting Council (PDFC), including DfT and ATOC, to develop and modernise this key product for the industry. This culminated in Bellvedi being commissioned, alongside Steer Davies Gleave, to specify, design and prototype alternative algorithms that would be mathematically sound and allow MOIRA2 to be used with confidence by the industry for demand forecasting and crowding analysis.
